Was the decline of the counterculture avoidable? why or why not?

I think it was not avoidable. However, because of the rising issue of drug usage and violence, the government knew that they have to do something.  The US became a dangerous place because many non-conformist adhered to the "do your own thing" vibe.  Thus, the decline of counterculture.
